I do not want to use a Multimeter on anything random, just in case.
Its just not worth the risk.

Yes, the 3.3v is the orange.
I have tried different PSUs just in case.
No difference!
The actual connector on the CTPCI for the 3.3v however is a ridiculously horrible connector. I have to really press overly hard on it for it to only open up by about half a milimeter and the 3.3v wire does nto go into it fully. I have had to strip away most of the wire so I am only left wit ha few measily strands. The thoughth that they might still not be making good contact has gone through my mind, however, I am sure that they are.
