You're sure it's the correct kind of RageII card (this can't be your current problem, though, see below)?
The fVDI RageII driver currently only supports two specific cards (it checks the PCI device IDs).

I have heard of people having all sorts of problems with the Eclipse (all but one of them solved, IIRC, and that one had to do with bad solders or cables), but what you describe is a new one.

Possibly.
There really aren't a whole lot of extra things that should be happening when you have the card inserted (before the computer has even started up).
A ticking power supply suggests a short circuit, or at least on "overload", to me. Not sure how that could happen by just inserting a PCI card, though. I can't remember there being any signals on the PCI bus that should be connected in such a way.
Are you sure you got the cables between the two Eclipse boards connected correctly?
