Yes, apparently that's quite normal. I had a similar problem. On cold start I'd get no video signal at all (and no error message on the monitor), then pressing the reset button once or twice would let the boot proceed normally in 060 mode. Now I only get the "Frequency out of range", no matter how many times I reset.
