you have to compile sdl and properly install it. Here are the instructions for compiling it(Setting up SDL and other libraries section): http://nokturnal.pl/home/atari_16_32_bit/atari_cross_development .
Prefix has to point to your cross compiler directory and thats all. You will also need ldg dev library installed in your cross compiler installation dir (from source forge).
For SDL examples search the web.
