You don't need aranym (maybe just for testing and debugging), personally I haven't seen anything preconfigured and ready for use.
Get cygwin for Windows or get Ubuntu 10.04 and install recent gcc cross compiler(from Vincent Riviere's page).
After that you will have to get zlib and sdl source packages, compile them and install. Atm I'm developing stuff under Linux with Kdevelop as an editor and debug everything under STEEM and real hardware. It's alot faster.
