How faster or easier is to use Steem over gdb (especially when doing some C/C++ coding) is very debatable but I'd suggest to try Aranym image from EasyMiNT site (easymint.atari.org) -- here you get all tools. then just install newer RPMs / tar.gz archives of SDL and GCC/Binutils when needed (Patrice Mandin and Vincent Riviere websites are good start).

But same as Saulot, I'd suggest to use cross compilers (you can do it even under Windows, as mentioned) but I'm afraid you wont avoid generic newbie troubles with all this command line development, so it's probably easier to get familiar with Linux development toolchain (gcc, binutils, autoconf, gdb, libsdl, ...) and then jump into FreeMiNT tools (either cross or native) -- it's about the same.
