I think we will have to agree to disagree on this one!
To me, entering a demo compo == releasing the demo, it just so happens that the first ones to see it are the ones watching the bigscreen.
You have a somewhat different approach, where the compo is kind of a pre-screening for some select people, and then there's an additional development period afterwards before the public release.
As long as it is clear from the organizer that this is an accepted way of doing things for everyone - I see no problems with it, especially if you add in your last paragraph, that the organizers actually have the binary and can release it if the final doesn't turn up in a timely matter.
There are some unfortunate examples from the early days in the scene where I originated (C64) where demos went lost forever when the people working on them lost interest and no one had the disk for the party version.
