I think that there are two degrees of RTC failure here. If TOS cannot see the RTC, no boot. If it can, but cannot read/write the contents, you have undefined behaviour from no boot to total lockup, or it may still boot to the desktop OK.
If you remove the chip from the board, your Falcon is effectively dead until you install a new one.
