When the power switch on the CT60 pins are connected it should signal to the PSU to start up (by the PSON pin on ATX connector). The CT60 should then latch to hold this pin on, until the latch is released by software.
I reckon the PSU is slightly out of ATX specificaion, these sort of things change between PSUs, and its very hard to make evry sort compatible.
