well, jumpering that same pin (14) with ground from upper side of its ATX connector and connecting it to CT60 would force the PSU to start if you want to try...if it did help for Coda maybe it would do the same for you although I myself never had problem like that (and tried dozen of different PSUs)... maybe it would be easiest thing not to fiddle with it and try other PSU or replace this one for another model/make/producer?
