A couple of things spring to mind... (I haven't followed your case closely in the past, so bear with me if I'm stating the obvious)
1) Did the machine ever boot with the ct60 on?
2) Can you try removing the bus accel and try booting?
3) Just to double check, it's important that you hold reset for at LEAST 5 seconds. Time it down with a stopwatch, even 4 secs sometimes doesn't work!
4) What about your PSU? What voltage/wattage is it? Have you tried replacing it with another?
5) Have you tried removing hard drive(s) and floppy? Keyboard altogether?
6) Does the machine boot at 030 mode?
