My completely uninformed guess is that the SDR section is doing its thing before some other component is ready, so it could be waiting for something that does not happen. Maybe the verify resets just the SDR, by effectively removing its influence on the circuit temporarily, so the boot process gets back in the right order. The only thing that makes sense to me is that somehow the timing or order of expected events has somehow changed. I'm pretty sure my system was on the edge to begin with.
