Actually, they've solved this really well in Basilisk 2. MacOS Classic runs in Supervisor only.

All exception handlers will have to switch to user mode prior to calling the emulated handler, because otherwise things might go bananas when RTE is executed (especially if you're trying to mimic a different CPU with a different stack frame).

I'm not 100% convinced that this is a no-go, tbh :)
