It's a French STE, but it should be fully compatible nonetheless. I can't immediately think of a fault that would give rise to the effect you see. A rolling screen would point to a frequency issue (50Hz and the monitor can only display 60, or vice versa).
If you run Sysinfo after having booted to GEM desktop, what does it say about TOS nationality and video mode frequency?
