Yes, it is not easy. Just imagine the following situation:
- start an image editor in true color
- start another program, which for example switch to mono resolution
now what should happen with the image editor, which still runs in a window? Should the program adapts itself to mono resolution? Should it rearrange itself according to this?
What should happen if you change from one application to another? Should a resolution change occur every time?
I haven't seen this in any OS.

This is tricky - all I can think of is for all applications except the one launching would have to be iconified or put to sleep. It get more complicated to consider hibernating or iconifying only applications that don't match the resolution.
The only other thing that comes to mind is the use of virtual desktops. Maybe there could be two.
Currently, when changing resolutions in Xaaes, all applications are killed. I would be pleased if there was a quick way to change resolutions since it currently requires two menus and about five mouse clicks. Part of the problem is that the resolution I am using is 80 column 640x480 true color, but it identifies itself as 40 column.
