Just one thing, in case your connection somehow goes through the default gateway and then into your ftp server. MintNet have a serious slowdown with that. It was discussed here before.
The best test is to have a crossed cable bwteen two machines and no middle network hardware, to eliminate all possible problems there. Then wget to /ram to eliminate eventual harddisk driver and/or harddisk issues.
If it's still slow, are your CPU caches on? :)
