To my knowledge, the easy answer is "no". But maybe it's possible to do the trick with carefull timing, but you won't be sure at 100%. The problem occur when the DMA occurs to transfert FDC data. when DMA occurs, it stall the main BUS (so your fullscreen code or whatever sync code).
But I could imagine some kind of FDC routine not using the standard interrupt handler (vector $11c) but the VBL. Maybe the "DMA" part will run "almost" at the same time. If you don't need synchro code at that time, you can do fullscreen somewhere else on the screen. Never tested. and even it works, you CAN'T be sure (the floppy can have read error and delay all your timing).
Maybe someone else has a new idea? I *always* wanted to do that. I even wrote a loading screen long time ago (never released) in which I did a fullscreen, and played a sample sound of a loading drive :) Of course with the drive led switched on :) but it does not produce a real sound, so I never released that faked fullscreen loader :))
