The 16/15-bit modes on the Falcon (the latter being available when using the overlay feature) does not use a CLUT. Actually I've never heard nor seen any 15/16-mode on any graphics card that do, and while it may exist is certainly was not mainstream.
The CLUT in <=8bpp modes use 18 bits to store colour information, however.
