Professional game graphic artists use photoshop for 95% I'd say... Drawing paletted gfx is not the way to do it anymore, even if the target platform is paletted. (And these days, almost every imaginable piece of hardware has at least 16-bit colour.) Unlike in the old days, these days there also exists pretty decent software for scaling the images and converting to paletted modes, so anti-aliasing pixel by pixel is not the only way to go...
The source art for games needs to be done so that it's possible to adopt it to other platforms quickly and easily (sufficiently high resolution and colour depth). Then the target gfx for any given platform is converted from the high-res source. (For instance all the 2d source art I did for Max Payne was in 1600x1200 resolution, while the most low-end target for the images was GBA. Even the PC version didn't use the full resolution, but we didn't know that when starting the project.)
Only if the visual image of the game is "retro style" (like in some java games) the gfx may be drawn pixel by pixel. However, especially in mobile game development the volumes for a given target device are so small that the content must be scalable. (Of course the other route is to go by the lowest spec, but then the results will be inferior than the other games on majority of the platforms.) Typically the possible target platforms are not even known when starting a project, so it's better to make the source art so that it can be used on varius screen configurations...
If I do paletted pixel graphics (which I do very rarely these days) I usually do them with Photoshop, then fire up Amiga emulator and use DPaint for cleanup. I tried pro motion years ago, and didn't find it good enough, but for occasional needs of paletted image editing I rather used my old Amiga and more recently an Amiga emulator. Maybe it's better these days... I should perhaps give it a try next time I do some scene gfx... :)
