STF and STEs can only display 16 colours chosen from a palette of 4096 colours. To display more colours in a single frame, you must write 68000 assembly synchronized with the electron beam of your monitor, updating the palette at the appropriate points. On Atari ST's one can simulate 3375 colours by switching between neighbouring colours at each frame, but that is not necessary on the Atari STE. Look up Spectrum 512 colour code for more info (such as: http://dhs.nu/files.php?t=single&ID=138 although I haven't actually tested the code at that link).
