1. it was discussed here couple of times
2. it's quite useless to discuss what is better without at least one of them be available ;)
both of them have their cons and pros... there's no way to say this or this is better... both of them allow 1024x768 and in theory, both of them allow DVD playback (for SV you need really tricky software renderer or some built-in support for MPEG-2, for PCI you need driver and card which is able to play DVDs in hardware).
