As Peter say, enable FTP in /etc/inetd.conf and start inetd.
If the ftp server is not installed per default in EasyMiNT (I really don't remember) then download it here:
http://sparemint.atariforge.net/sparemint/html/packages/ftp-server.html
Get the RPM and then install in from the terminal as: rpm -i filename.rpm
