Are 060-cahces on?
On my old Cartridge-port EtherNEC I get four times higher transfer than the figures you mention.
How did you test it? The best is to connect to a local ftp server (not on the internet) and transfer with the cli-ftp client that comes with EasyMiNT with u:/ram as destination, then there is as little overhead as possible.
