This message arrive when the IKBD return nothing after a command for get the IKBD clock. This feature works only if the IKBD has a clock, so it's OK with the original Atari keyboard and Eiffel.
You can try to use a game who set the 2 joysticks. if the joysticks not works the RX line of the motherboard or the TX line of the IKBD is dead.
In this conditions you cannot change the IKBD configuration, and only the set at the power-on works like the keyboard and mouse.
