Yes, m68k-atari-mint-gcc produces Atari compatible debug info (more specifically, 'ld' does), so you're fine with Devpac & co. But it doesn't make sense to debug it like that, better to use Hatari debugger or make lowlayer routines for both platforms and debug natively on PC.
