For the cross-compiling / emulation scenario, there are two different routes to get GNU symbols into Hatari's debugger. 1) using a symbol dump via nm, and a tool provided by Eero Tamminen. 2) It can also load symbols direct from the PRG/TOS if present - depending on the symbol format.

You don't need to deal with ELF at all - Atari GCC outputs native executables.

If you want to run a native debugger instead of Hatari's debugger then it might be more of a problem. Not spend much time trying that one... maybe somebody else will know more.
