Regarding the fact that it doesn't work anymore, the glue/mmu combination on ST is known to have 2 possible "wake up" states (one of them is rare) (search atari-forum.com for more details on this).
Depending on the wake up state, even on STF the overscan routs can work with only 2 switches (I think it's a coincidence that you used #3 in $ff8260). But some ST never start in this wake up state (different clock, pal, ntsc, ...).
So the only solution that works every time on all STF is to use an additionnal stabilizer switch.
