The very old megademo from Omega also put 3 in $ff8260 in one of their screen (omegakul).
In order to make this screen works under Hatari, I had to consider the value 3 had the same effect as 0 (low res).
But writing 3 under low res seems to toggle the interrupt that is used when a monochrome scren is plugged.
So, it's a quite strange value.
Perhaps someone with an oscilloscope could try to measure the resulting video signal.
Also, I would trust Alien/St CNX who made extensive research and concluded left+right overscan are not stable on every STF model unless you add the hi/lo stabilizer switch.
