Also, a classical mistake to do is to use disk images created by a PC tool.
See, GEMDOS detects media change by looking at the disk's serial number. If this is the same, then it looks no further.
Most PC programs that create disk images (STEem included) just create a blank image with a valid bootsector (the BPB part at least), so that TOS can detect the image properly, but never give a randomized serial number of the disk.
So if I were you, I'd format a disk on a real Atari and image it for as many disk images you want to create. I think that'll cure your problems. Also, give them a different disk label too.
(Lack of sleep here, it might be disk label and not disk serial no. Just try both my suggestions to be on the safe side ;))
