The shifter will still send out a PAL signal of 313 scanlines with a 4:3 ratio. If you just skip filling the lower 29 lines in a normal ST-LOW screen you will have the exact same output.
The only benefit by shortening the screen as far as I can tell is saving a few bytes of screen memory.
