Nope, you got it wrong. It does not have dedicated video RAM. We're talking about ST-RAM, which is shared between the CPU and onboard peripherals.
Physically, ST-RAM is 32 bit on the falcon, to allow the video circuitry to access it faster. That's just a technical feature, and it doesn't change the fact that it's 16-bit from the CPU side.
