hi there bod,

you are going to perform interlacing, did i get that right? - if so there's a much easier way (i.e. double up the scanline width by modifying $ffff820f.w) and adjust the video base by 160 bytes each second vbl.
otherwise the VAC ($ffff8205.w, 07.w, 09.w) registers aren't actually "meant" for implementing hardware scrolling, rather something like splitscreens, software line doubling or displacing single scalines as you mention and so on.
