 apparently, this is normal. i had the same problem in beams' endpart scroller for instance, which forced me to eventually scroll by 4 pixels each second vbl, making the scroller appear a bit jerky occsionally.
 i assume the screenbase's lower 2 bits are ignored by the videl anyway, but i have no documententation to verify this.
