It depends what you want. If you want to get an accurate clock for profiling purpose, HBL is a good choice. TimerB is more stable but only generate interupt on displayed lines (that is, 200/313 on standard mode)
HBL is not stable about 20 or 40 cycles each HBL, but you get an interrupt every HBL, over the 313 lines of the frame
