The HBL interrupt timing is not very accurate AFAIK. It has the lowest priority. MFP interrupts come first, so unless you disable MFP it's not useful for accurate timing. A better idea is to use the Timer B which may also be triggered by horizontal blacks. The most accurate way, which has compatibility issues, is the sync lock and count some NOPs. The actual scanline time is 512 cycles (128 NOPs).
Alien/STC and Flix/DF wrote alot of stuff about ST video syncning, try looking for their docs.
