I would need to check the exact sync timings in that screen to be sure, but yeah that's what can happen. Basically the HBLANK can be nulled by not being in the video mode expected at that time and if so regular Display Enable runs until HSYNC. Since HBLANK is used by TVs to be able to cleanly detect the HSYNC pulse vs a "clean" background, if the Display Enable is still active and video data is feeding colored pixels the background is no longer "clean" and the TV might misinterpret the HSYNC.
The same should be true for VBLANK/VSYNC - although I'm surprised if it has happened. It's easy to, by mistake, cancel HBLANK since the common fullscreen stabilizer switch is at that position - but to cancel VBLANK someone really has to, on purpose, go to 60Hz or HI resolution at line 311.
