Regular PAL 200 line high screen = starts at 63, ends at 263.
Regular 60Hz 200 line high screen = starts at 34, ends at 234.
Top border PAL screen = starts at 34, ends at 263.
= 229 lines high.
Bottom border PAL screen = starts at 63, ends at 311.
= 248 lines high.
Top & Bottom border PAL screen = starts at 34, ends at 311.
= 277 lines high.

I have a Dell 2001FP flatscreen connected to my Ataris and with it I can easily see all scanlines and their full width.

Note: 49/249 might be 47/247 - I haven't been able to lay my hands on a "short top border" GLUE-machine yet. That is, some STs had the timing for PAL screen start/end higher up than normal.
Note2: Just as it's possible to gain extra pixels to the extreme right of a fullscreen scanline by skipping HBLANK it's possible to gain an additional 2 scanlines by skipping VBLANK. However, any color data during BLANK can seriously mess up the picture on some TV/monitor sets.
