No limit on what hw regs can be modified. I expect people to set video pointer and clear the screen buffer memory, or find some other way to have a background-colour-only screen.
If there are crap on scren using CLUT colours 1-15, at least I would consider that being bitplane data, even if the screenpointer technically isn't in RAM.
I'm happy to hear arguments why that wouldn't be bitplanes :-)
