Yupp, it's a regular TXT files. Also can be edited on Atari, under any editor capable of making TXT format files.
Moreover, here is a short guide I made for Factor6, regarding conversion using CoolEdit Pro.

However it was for 16000hz, so just in picture 5.jpg You have to change rate, from 16000 into 50066 (and not in this table below, but upper: in section "Sample rate conversion presets".
