From what I understand WebM really belongs in the H264 family of algorithms. They took H264 and replaced or removed all the patented parts. This is not that different from how IBM's BIOS was cloned, except rather than working around copyright they worked around patents, which is more common than you might think. Their main problem is that they optimized for PSNR rather than making a good looking picture. Once perceptual optimizations are added to the encoder (no change at the decoder) the quality should improve. The hardware changes required to support WebM are quite small, which is why so many video decoding blocks are adding it. IIRC, in fact there's quite a bit of hardware in China that already supports it because the Chinese EVD (patent free DVD clone) is based on VP6 (but the Chinese never paid On2 royalties... which may be why On2 was sold to Google).

The reason for the video tag in HTML5 is to create interoperability between all browsers. Because of the risk of bait and switch, Firefox and Opera won't support H264: once H264 is standard, the MPEG LA could increase the patent licensing fees from their current $0 level. I don't believe they are legally obliged to honor their promises on this, although they have so far. That leaves Theora or WebM. WebM is technically better than Theora, hence WebM.
