We in DHS have chosen 66/16 MHz and 64 MB RAM to be the lowest configuration. The stuff in Derealization etc that is supposed to run at 60 FPS are timed to 66/16.
I think there were very few 50 MHz boards shipped, much more of 90-100 MHz boards in fact.
Regarding memory, the minimum is 64+4 MB, but as gwEm said, I think very few can even find 64 MB modules today..
However, so far our most memory hungry demo (dereal) uses something like 20 MB, so the 64 MB limit doesn't really feel to be a big hurdle :)
