I tried several Peltier elements to cool down 060 and chipset and it worked fine with 060 reluctant to go above 85 MHz, I think it is really not required for 060 already working @99 MHz for all the reasons stated above...Use a quality copper cooler and fan combination and you will get a stable temperature, there are copper vga coolers nowadays which are small and efficient in combination with good thermal grease...
