Yes, with software lake Videl Inside, Centscreen, BlowUP you can use the internal 32MHz videl clock (it's by default at 25MHz).

Then you can do 800x600 (or 608 if you're not using XaAES) in 16 and 256 colours in about 55Hz, which is perfectly nice on a TFT that handle that refresh. My Falcon is configured like that and I'm pretty happy how it works. If your TFT is picky, decrese the resolution a bit to get a working setup..

For CRT, well modern ones flicker like hell at anything lower than 75Hz, and then I'd say you're screwed to use anything but the standard resolutions, and instead use the 32MHz mode to boost the refresh rate..
