I had them jumped correctly, tried many cables (as I've had more than one damaged before). But from what you guys are saying, this is NOT a problem with say... a jumper on the Falcon mb which is what I should have asked. Yes, I'm using a very old CD ROM and no, I haven't tried messing around with HD Driver. Thanks guys for your fast response, I think the HDDriver settings is my solution.
