Let's just say, it's because you don't have a way to show the output from a TOS/TTP program. This is what TosWin is for.
I have the same problem, but I have TOSWIN2 loaded. If I start the TOS program by using TOSWIN (use open TOS program from Toswin's menu) it works fine. Otherwise you get a "cannot start TOS program, not enough memory?"
I think it's probably just a case of setting an environment variable.
