To answer your first question.
the jumper [W11] needs to be on the smaller section of the expansion bus
[J20] bridging pins 20 and 22
note the higher pins are even and the lower odd. This tells the 030 that no expansion exists and carry on.

If that fails listen for a high pitched whine.
This normally means a device is connected incorrectly or not at all. Failing that start looking for dry joints or get in touch with czuba-tech
