Why don't you put CACHE_ON.PRG and CACHE_OFF.PRG under a shortcut (that's even possible if you use TOS Desktop).
I use F1 to disable caches (=CACHE_OFF.PRG) and F2 to reenable caches (=CACHE_ON.PRG).

PS: Are you sure you disabled this "after Pexec() caches stay 5 secs off" - thing? This can be done in the ct60conf.cpx...
