To be honest, the 2D part is not all that much work (well, I suppose it depends on what you compare against, and to some degree what your ambition is, performance wise), assuming you have good documentation.
But to write a driver for only half a dozen people or so, you'd probably need to be one of those people yourself. ;-)

Definitely a good idea.

There are two main options to decide between:
1 Something that can currently be bought new.
2 Something that is reasonably easy to get hold of used.


While 1 has obvious advantages, it will almost certainly mean that no real documentation will be available. In several cases there is code available in various places (Linux, BeOS etc) that shows how to do things, however. Even for the 3D stuff, although likely to a lesser degree.
ATI or nVIDIA cards are problably the only reasonable choices.
I've seen what looks like good 2D source code for both, and reasonable 3D for the nVIDIA cards, but there is likely similar 3D code for the ATI cards somewhere.

For 2, on the other hand, there are some options that will mean complete available documentation. Most notably for the Voodoo cards, which I believe is the most reasonable option in that case.
There should definitely be good source code available as well.


Personally, I much prefer good documentation to the Linux X sources...
But if the consensus is to go for an ATI or nVIDIA card, I can most certainly live with that too.
