I think I tried EPSS on my CT60 and didn't get any sound as well. I think it worked on a normal Falcon. I'll try it again.
I got Expand to work on a CT060 but not in conjunction with Cubase. But I only have a demo version. I read somewhere that it was updated and I would really like to get an official release. If you know where I could get it let me know. There was quite a good review of EXpand in Atari Computing.
