Today I work always on the TOS, now the the Atari diagnostic cartridge (with some modifs for the 060) is inside the flash at $ED0000-$EEFFFF (just before the flash parameters at $EF0000-$EFFFFF).
So I have found free space with a different format of the boot picture, now it's an XIMG format TC16 (sorry ;-) ) but there are 2 markers BEG_XIMG and END_XIMG and now this picture is at the end of the patches so just before diagnostics.
I have others ideas like a boot from a CD....For example a rescue disk created by the Extendos package.
